I'm cool with Holloway, but when I saw your byline, I thought about it myself a second and came up with Clive Owen. He's not a tough guy, per se, but a great actor who'd be believable as a person who could be a cop and as someone who could go through training to become a spy/kung fu master, is Joseph Gordon-Levitt.
